On 8 October 2025, the BridgeUkraine/Empower Ukraine team, together with University College London (UCL) and the State Enterprise “National Institute for Infrastructure Development” (more information about Institute is here), delivered the online session “Strategic Dialogue: Digital Twins, LCCM and Sustainable Infrastructure Reconstruction.” A full video recording is now available.
Why it matters
The dialogue highlighted how data-driven approaches can:
- optimise CAPEX/OPEX by moving from reactive repairs to predictive asset management;
- strengthen risk management through LiDAR and sensor-based, non-destructive monitoring;
- embed international standards (e.g., the Gemini Principles) to build investor confidence and procurement transparency.
Speakers
- Weiwei Chen (University College London, UK) – UK experience with Digital Twins and practical principles to avoid costly systemic errors.
- Olena Bondar (SE “NIDI”, DSc, Professor) – “Digital Construction in Ukraine: priorities, development pathways and a strategic roadmap for reconstruction,” including institutional improvements and SE “NIDI” pilot projects.
Discussion highlights
- High-precision, non-destructive condition assessment using Digital Twins.
- The business case for LCCM and lifecycle cost optimisation.
- Integrating global standards (including the Gemini Principles) into a national digital ecosystem.
- Next steps to scale pilot Digital Twin projects in Ukraine.
